I remember we used to be able to buy weapons and gears with 100% exp and 100% pen. Those were the days.

But anyways I don't know why would people want to get the S4 Rank so badly. Wouldnt it be better to play as a Rookie with actual skill? I mean it sounds more impressive to me anyways...

I don't think someone would sell this, a service ist possible, but such exploits no one would share it except if he is retarded.
