XLoader7 PLEASE HELP!

Im having some trouble with xLoader7. Ive followed the instructions correctly but i am stucked at one part.

HOW DO I CREATE A FILE FOR xLoad.ini? please help me D:

Open Notepad > Save as ... > File Extension must be *.ini (not *.txt)
