What is wrong with my connection?

Hello, my connection is acting weird since 5 days ago. Symptoms:
1.Everyone in a room has the same ping : xx/*** (R) (T)
2.I asked somebody to veryfy my ping and i had 305 or so RT equal to an EGYPITAN person, though i am Romanian.
3. I am getting range killed everytime.
4.My plasma sword stuns have an effect after 4 seconds.
What i did:
Restarted router=no difference
Contacted ISP(Internet Service Provider) = No luck
My download speed and every other stuff is the exact same.
What is the problem?

Im close to the Europe server, i am playing since 2 years ago and never had such a problem be4, i don't think it's about my connection distance.

Upd: tried to connect to every other server, same RT stuff.

Have you ever try to port forward S4 League's port in both Software Firewall and your Hardware Firewall ?
