For a fine working Recource tool just Install Win7 (64 is better) / Netframe 4.5/Visual C++ Redistribuible Visual Studio 2013 (x86) and than everything will work for you ( almost.....)

Sure? I mean, I had this error, because a dll-File was missing.
Are you sure that you unzipped all dll-Files with the Resource Tool to your Desktop? The error shows that a dll-File is missing. Unpack the zip Archive Again, and try it again.
