Usually its not dependent on ISP alone. Depending on your area your ISP may have you in a subnet which provides static IPs while in another area provide dynamic ones, If youre really unlucky they could even have cgnatting in some areas.

If they support your area check out Glo Fiber. They have dynamic IPs as long as you know how to change it through your router settings. I have a net gear night hawk router and can easily change the IPV4 by manually changing the MAC in the router settings.

Any that offers you a dynamic IP / router, meaning it will change by simply restarting your router. Also if it supports openwrt, that’s a bonus allowing you to spoof the ARP of your router.

My ISP has dynamic ip but doesn’t change after router restarts. Instead I just go into settings and change my MAC which changes the IP.

The reason your IP address doesn’t change with a simple router restart is because your internet provider identifies you by your router's MAC address and assigns the IP address based on that. In this case, the dynamic IP address isn’t reassigned each time you restart but instead remains linked to your current MAC address for a certain period.
However, if you change the MAC address in your router settings, the ISP sees it as a new device and assigns a different IP address. This behavior occurs because ISPs often “bind” IP addresses to a MAC address for a specific amount of time.

My ISP didn't allow me to change my IP so I bought my own personal router and am able to change my IP whenever I would like. Mostly any Netgear router will allow you to do it. I have the Netgear Nighthawk XR1000.

Yes, Netgear routers like the Nighthawk XR1000 can often enable IP changes by altering the MAC address, which is a process known as "MAC address spoofing."
In most Netgear routers, including the XR1000, you can usually change the MAC address manually in the router’s settings under Advanced Setup or **Internet

I can recommend anyone looking for a good router to check out Flint 2, it's cheap and are using a open source operation system, so it's easy to configure to your likings.

Hacked my ISP to get unlimited bandwidth

I figured it affects SRO to an extent since you need online to get on SRO, basically what I did was I went to BestBuy and bought a ZOOM model 5241 cable modem, if you are using one provided by Comcast they limit your download/upload speeds to around 4-7 MB download and 748 MB upload, they have a config that cannot be changed on their equipment and can only be affected by Comcast employees via signal transmission. Here is mine.

ISP blocking FFXI (anyone got any new ideas?)
06/10/2008 - Final Fantasy XI - 4 Replies
First off, If this has been covered before in Barney Style, my apologies. I've searched the web constantly for a month so far to try and get an answer to how to do this...
Heres my delima:
I'm in Iraq (supporting the soldiers, I'm not in the military anymore), and my ISP here blocks all P2P programs (including FFXI) from 8pm-midnight, which is pretty much the time I'm off of work and not sleeping. My wife is in the US and plays also, and has said shes willing to try this if its possible,...

[Gesucht] Neuer ISP!
03/08/2007 - Technical Support - 3 Replies
Hiho!
-Telefon Flat + DSL Flat
-DSL 16k oder vergleichbares
-keine Probleme mit den WoW Servern ;)
-Fastpath oder von Haus aus gute Ping
-keine Telekom Gebühren mehr
