How to use USD on steam account when tis different region

Posted something less then 30 minutes ago but cant find the post, so I'm really confused. I've gotten an account off ebay, something with the currency AES. How can I make it so I can use USD on the account, after like a year I'm playing again legit this time, but the person selling said to not purchase anything as I had a 40% chance of being banned for "spoofing". Anyone know any ways to bypass this.

I always used my main account and would gift it DLC and friends I’d pay to get skins off the market for me etc & played on the most pop servers

You cant but you can buy giftcards from different countries I heard. I just dont know where.

Would it be possible to spend on paypal with USD? Do you know if I were to get banned for "spoofing", also if you know would I be getting banned on rust or steam itself? Ive been considering just buying a fresh account on US account but then I wont get my twitch drop skins back.

The game devs do not have access to payment details. So if anyone where to punish you it would be steam

turn on vpn in cheap country
make new steam account
add main steam account to friends list
log out
turn off vpn
log into main steam and send a steam balance/gift to newly created account
turn back on vpn
log into new steam
accept gift card/steam balance
you can now purchase stuff for cheap on steam on the new account(always keep vpn on when purchasing on new account)

that confuses me a lot, either way wouldnt I need a payment method from the same country the account is set to
