If you are on a new computer, you don't have to do anything at all except change your IP address. IP address isn't even used by EAC to ban accounts, only server admins use it to server ban you.
If you can change your IP address (possibly its already changed if a lot of time has passed), you don't need VPN or anything else.
HWID bans happen within around 2 hours. If you played 1,000 hours on an account and then got banned it has nothing to do with HWID ban. You could be getting banned because your PC is ratted and you have some funny program running in the background.
Before buying a new computer, first find out if you really are HWID banned. Do a full windows reinstall, stop downloading viruses and ratted programs, get a new rust account and try playing. If you aren't banned within 2 hours you aren't HWID banned and you can play the game without doing anything at all.
