New PC After HIWD ban Help

Hi I was hardware band on my old computer from rust. And I recently just purchased a new computer and just got done building. How can I have already getting banned on my new computer? Do I need to VPN or what all do I need or am I good?

request an ip change from your internet provider and make sure u dont use same mobo / hdd/sdd

also Clear the monitor serials
