The way the bans work on Rust (EAC) is that more serials get banned than just your CPU alone. So to answer your question, technically yes it would be banned, because you haven't changed out your drives and other parts that they track (mobo serials, mac addresses, what not).
If you don't plan on playing Rust again, I would just put in the new CPU, and should you change your mind consider using a spoofer for the times you do want to play
