HWID ban - how to unban?

I got banned for hacking ~1 hour. I did use only ESP to find ores and such, on a non-official server, but still got banned.
- I decided to never cheat again. Bought new key. Turned out I got HWID ban. (Why do they even HWID for first offense?)
- Bought spoofer, bought new key, boom. Banned again.
- Installed win10 again, registered to steam from my 4G, bought game from 4G. Complete format, spoofer, boom. Banned again.

Wasted 3 keys and an expensive spoofer. They claim it's working, they have a lot of users every day, I must be doing something wrong. Is there an actual safe spoofer? how could I make my Rust work again?

Are you able to play the game while not getting banned without injecting anything?
