Most likely, no, if your first game-ban is for using a recoil script, you are highly unlikely to have been HWID Banned, you usually get HWID banned on your 2nd-3rd game ban for scripting.
However, if you was using a full cheat, you are a lot more likely to receive a HWID ban.
How do I check if I am HWID banned?
Personally, when I found out I was HWID banned, just to make sure I bought a cheap rust account for around £5 from g2g, I went AFK for a while , nothing injected at all, and came back around 2 hours later to a game-ban from rust, I recommend you do this too.

If you do not have enough money to buy new computer parts, you can always use a HWID spoofer, I personally recommend to use Baunti HWID spoofer as it has a option to statically spoof, and has been undetected for over 3 months.

I recommend you use a VPN if you have received a game-ban within 180 days (Servers usually allow you to play after this), some of the best VPN's for ban evading are PIA (privateinternetaccess), and PrivateVPN.
