i get error connecting to server after i changed the server ip into my own? i have used the portforward checker and its OPEN and before i changed server IP, it works. help plz?

hey i did all the port forwarding. but when i try to connect it loads for a while then it says error connecting to server can you help me out

ok im up to the run part of the server and when i double click run it says....
your server is now up.......
'java' is not recognized as an internal or external command,
operable program or batch file.
press any key to continue....

i dont get it i did everything i was supposed to

please help me!
