If you have an unpacked rohanclient.exe, you can try removing the cap. However, if you're using a private server and want to implement it for others, forget it—changing this will only cause issues if you don’t have a properly recompiled MapID.
Try using a tool called Google and search for it. I even have a post here on the forum explaining how to remove the FPS cap. Just look it up.
