There's a bunch of reasons for that.
The first reason is that a lot of first time private server operators haven't a clue what kind of shitstorm running a private server really is. Between the constant complaints from players, to the constant need of keep it running to the necessary improvements you gotta make to keep it from getting boring. A lot of the kids putting them up think its all ***** & giggles then expect to see money rolling in. At the beginning lots of people come in, take a look around, go meh! then leave. The profits drop, and the server gets expensive to run out-of-pocket. Only a few have actually managed to keep things going for a couple years or more (lookin' at you Yolo2).
A lot of the guys putting up a pserver simply don't want to run it with their own money (most don't have any!).
Then you get the servers that close and re-open a year later under a new name. There are a few reasons for this too...
1. Staff disagreements / sabotage. Happens a LOT. Close server, reopen with more trustworthy staff.
2. Realizing that the mix of features won't fly and players getting bored. Server stagnates. Close server, redesign, reopen under a new name.
3. Players drop off, go elsewhere. Close server wait a while, reopen under a new name hiding that you had closed a failed server. Hope new influx of players keep you going for a while. Fleece the flock until they peter out too. Close, Rinse, repeat.
