WTF are you talking about? Are you offering people how to create IIS Auth or are you asking how to do it?

If asking you first need to train yourself how to write webapps on IIS and Visual Studio. Then you need to replicate what the php code is doing in C#. It is not hard if you have a little knowledge of the systems you intend to use.
