Attack Speed In RF using CE(Accretia only)

1.Use A Launcher coat then scan the -delay of it, in FLOAT
2.After the scan remove your coat then scan 0
3.Use again a launcher coat then scan its -delay
4.Remove Again your coat then scan 0, until you get a few address
5.Then Freeze it to 99

have you tested this already?
it doesn't appear to work for me.

Works for Movement speed, but not for aspd.

edit: Almost forgot to mention, that if you do exactly as you say (search for the negative delay, unequip and search for 0) nothing comes up.
