Voting system requires PHP codes to work, then a database to store your IP and vote counts. No such thing as vote hack in just a program.
If theres a log.in form, it is vulnerable to exploits which then you can inject javascript codes to acquire a hash key. Then apply those hash key to access as an admin then edit your acct. Or, you could try bruteforcing it till you die!! Usually database passwords are like this "r3jz03kals9d" goodluck!.
