[Question] How to setup guild notice?

sorry guys, this is not a hack/exploit question but i think its the best place to do it. I've been looking thru the web and found nothing.

I just wanna know how do i setup that [Guild Notice] that appears when u login the game, just like the archon or the GM notice.
