100.9 means 100 in the first textbox and 9 in the second text box.

It's simply cause it depends on the server(with that your location) you play on, your system and your Internet Connection. So there isn't one setting for everyone, but sure correct me here if I'm wrong.

i believe its called Freeze Interval. This is what I'm trying to figure out. But I believe that this is not a setting that applies to everyone. You have to find your own settings.
