There are some servers that disabled hotswapping with the bank so that you can't equip the edited level/pt armors/weapons anymore, guess thats what the "hotswap fix" is.
So it's like on PoA and Blitz now. You'll get disconnected when trying to hotswap anything to your equipment.
BTW i've tried using hotswap without opening the storage long time ago using WPE (when i'm looking for a way to hotswap anywhere), but the items only swapped after I logged out, maybe i'm still missing some packet there. Didn't continued that research though.

go to your storage...
open your storage..
place the edited item into the storage... for example.. that edited item was a ring..

I always get DC when doing Hotswap.
and one more thing I edit the Item.edf with all the equips that I need, but when I log on the game those equips that I've already modified was change back to normal. same as CE change level and PT you can see the Level and PT of the equips but when you try to Howswap it, you will get DC..
