Does anybody know a program to edit sprites?

I need a program that converts .SPR to .DDS.
If anybody has it, share it please or PM me.

just copy the code of an item in CE and edit it you will make your normal bracer to anything. sprite only

He ask something which related to sprite / texture editing. Not that thing. It's something like custom sprite / texture.
