thant means your ip is blocked

could be saying your account is banned, or someone is logged in your account etc, kts error messages may be different o us versions idk.

I'm pretty sure that is the "Your IP has been used 3 times today.." error message. One of the buttons should open IE if it is, otherwise I'm not sure.
