Did you actually do it? Insert T game.cash_usable_server:0 into GameServer.opt -> Compress It -> Restart GameServer

try this command:
#open_market('crushop_etc', 'player_name')
If a shop opens that means your market resource is fine, we gotta search somewhere else then.
