I saw a man in kts tame without waiting for the time of activation of the skill
Do you know what way to do that?

called respec taming, on kts you can buy character respec potions (resets your skills and jps) when you do this you can skip the cd by reskilling yourself and skilling taming again. just repeat

there in the npc in town which sells SS, AC, growth pots, they are pruple and look like PEt Respec potions
