Just wait for the Updates to be done. There can be various reasons why the launcher isn't updating. I never played KTS but as far as i know you have to live in Korea. Are you using a VPN or Proxy? If not this is probably the reason since there is an ip block...
Next thing: Do you already have an account for KTS? If not you will prolly don't even get one. You need a KSSN to register successfully and i think you won't find a working KSSN on the Internet. Of course using any KSSN which is not yours is illegal!
