I tested the same fether on my 9.1 server and they work fine.

You however are not on 9.1 or you did not list all of the columns.

You may need to post some more information so that possibly someone using the same server file version that you are may be able to help you a little bit.

No one has edited your world locations to allow shops all over the place have they because it could affect your dungeons.
