Skills have had very little changes across the epics, you would have to hand import any skills you want from an e4 skillresource /jpresource rdb and manually compensate for any new columns (in the target db [e.g. 6.2])
And you may also have to import any specific .naf / effectresource [+ .rdb], StateResource [db/rdb] that may be required by those skills.
But IN THEORY it is possible.
