The emulator is not out and most likely wont be released to anyone except a select few after the little fiasco with Yunchen.
Don't get your hopes up. Also, theoretically it is possible with the current server files, but you'd have to have an extensive knowledge of how the system and database works. As well as be able to unpack the client and repack modifications for it. Which only a handful of developers can do.
