No cool down is deliberately removed during BETA to make it more fun, it is no "bug".

hurr durr i never said that it was a bug, i know its turned off and its the thing that ruins this server, its way to easy/boring even for a beta.

verom2, beta is just for us to find bugs, im not sure on this, BUT if im correct i believe beta will wipe player right soul? tho i could be incorrect

you need, to have .net framework, ill have soul put up a quick fix for it, gimme a min ill get you a link
also is it in your game folder

Trust me its better without cd.
I know at newbie levels its boring indeed but once ur over 100 it will pay off , right now since its new server and its epic6 its very hard to build up char with decent/good gear so if there was no skill cd ,leveling would be such a pain in the *** after like 90's.
But that's just my opinion ...
