Help with connecting to a server

Server is called TrueRO. I'm not really sure what im doing but I used a grf tool and this is what I got.

Now I tried to put that in but It's not working. It just keeps saying "unable to load the file recvpackets.txt." I'm pretty sure that means something I put in is incorrect. Can anyone help me? Please? Thanks =)
