I'm willing to pay to have somebody help me create an emulator, and by help me, I mean, you do it, I pay you

It shouldn't be too difficult as it was made in the year 2000 by an amatuer studio (one programmer, college kid) but it was quite a hit and a really fun game that I would love to play again
