Yes, you can get 300 E-Bucks from a facebook raffle which is done each month.
Then forum events. Latest E-buck event was a screenshot contest. Almost 600 E-Bucks was given out during that event.

But if you mean like vote to get ebucks, no, sadly not but it has been considered in the staff team a couple of times. Maybe they will fix it later on!
