Reinstalling windows isn't enough. To get rid of HWID you either use a spoofer or you need to search for HWID bypass methods. There's a lot of steps like changing serials, editing/deleting registry keys, changing MAC addresses, new IP and account and obviously consider a different product, that one might be detected.
