Possible HWID ban?

Hello,

I've got the following message on my account: "You've been permanently banned in PUBG: BATTLEGROUNDS by the game's developers."

Now if I play PUBG with another account I get banned for 24hours after playing for like 10mins. Does that mean I am HWID banned?

If yes would simply using a HWID spoofer be enough or do I have to reinstall Windows before?
