I know but i can't change it anyway, mobile phone in my country is 11 digit and in paypal its 10 digit. that's mean i lost my account ?

I can't change the mobile number on the paypal so i created new account and used textnow to get a fake mobile number and recive text messages from paypal to active my account
So i have created new account with activated mobile number

First off, it's against PayPal's TOS to have 2 Personal accounts. And secondly, they'll probably see a connection in IP between them and limit both.

Now, using PTC sites (A.d.f.l.y and that bs) is a complete waste of traffic. Start off with PPD.

There is a reason Paypal isn't available in arabic countries. You circumvented that restriction and now you're ******. Just give up. That's what you get for fraud.
