just got scammed, have some questions

Hey guys,
I just got scammed, wanted to buy a LoL account for a 30€psc
He gave me the login data before paying, but then after receiving the psc he logged into his account again to kick me out and changed his password. I thought Im safe with this method since I can ban the LoL account via riot support saying he is an account seller.
My question:
1. I cant see if he read my last messages, even though im 99% sure I ticked that. Does this mean he blocked me?

always watch to his reputation. if he has 0/0/0, then don't trust him.

well i watched his reputation, it was 7-0-0. One theory atm is that hes a kid that doesnt know I can ban his epvpers + lol account. So, I wanna know if he blocked me. Maybe someone knows a reason why he shouldnt give me the lol account when I have his login data? Or maybe someone can pm him telling him I can ban his account? (pm me for his identity)

edit: this could really help imo, since he asked me for my mail address, maybe he didnt wanna scam at the start, he was also okay with using a mm in theory

Sure you can:

I'm not sure if you can block people from sending you private messages, but I don't think so.
