Sieg Heil=3 years in prison?!

Hey,

I used to learn history about WWII and German politics in the period 1925-2941 since I was a kid.
Today,however I found something that basically sent me back to 1st grade,lol.

"Today in Germany, using the greeting "Sieg Heil" in written form, vocally, and even extending the right-arm without the phrase are forbidden.It is a criminal offence punishable by up to three years of prison".

Last time I visited Germany was ten years ago and I can't remember such things like this.
Here comes my question,is this true that if I extend my right arm without making a sound I will get in jail?!
I highly doub't it,but I want to be sure and I bet the Author who wrote that is pure communist(if it's not really true).

3 years is the maximum penalty.
No one gets the maximum penalty for just lifting the right arm.

However, since any kind of fascism is illegal here, I highly recommend to avoid any kind of **** shibboleths, including the Hitler salute, which goes like this: 88! "\(o_ó ).
