FF14 doesn't have dlc, it adds content every month or two. They haven't got any plan of being f2p (I'm pretty sure they won't though, they are doing really well with subs).
Of course, you need to be max level to do end game.
I would recommend it.

Both FFXIV and ESO are monthly subscriptions.
EDIT: I believe FFXIV has a two week try-out if you want.
