Stop tell your server is legal, you use packetlogger for see packet and create your server, so undirectly you edit client.
It's not because it is against the rules of a game that is ilegal so far, I will not go to jail for stealing a specialist example.
You can see some packets without packet logger, you can use the DMZ system of your box for example.

Ah yes editing the NostaleX.dat is really useless, since it contains the server IP and without changing no sucess to connect
And by the way, writing an "reader" like NosTale_LOCAL.exe to skip the launcher and going directly to the login channel is not modifiying.
