How to connect SPs and SKILLs

I'm writing in .txt for my PServer and I don't know how to connect the SP and (SKILLs that I wrote)

Your own Coded Server? When yes add something like skill=<skillid> skill2=<skillid>~~
When not which Server do you use?

I use XenoCore 2.2 files and I don't know how to connect the "Skill.txt" to "The Specialist Cards in Item.txt"
