Very Low FPS in towns

I want to play the game but i am encountering a very weird problem that the FPS is 30~40 out of town but in the town it drops to 10~15 and this is very annoying. Any way to speed things up a little bit ?


My PC specs

-Intel Core i7 3610QM
-6gb DDR3 Ram
-NVIDIA GeForce GT-640M with 2 GB Dedicated VRAM

[MC Flip]

Lower Render scale to about 80-85%, turn AA off, turn effects off.

That should do it.
