[HELP] A few questions about VB

Hi , I'm a Bulgarian editor with a lot of knowledge about SV , AE , PS etc. I also know some HTML.But I really want to get to know some stuff about Visual Basic.
To start with , after I watched some YT videos , read some things on this forum , I still dont know what to download and from where.Are there any configurations or somthing I will have to make after the installation?And I would also be happy if you give me any ideas (+ the ways of them being done) about what to do after VB is ready for usage.
I would appreciate any help , as it is always in use!

download the express version of Visual Studio for free... Create a new project and choose a VB Project. Start coding and have fun..

Go to the webpage, I linked. Scroll down a little bit to "
Visual Studio Community & Express" Then I would choose "Express 2013 with Update 4 for Windows", select the language and download it (You will need to create an account after klicking to install)

P.S choose "install" and not "download ISO"

It says that it cannot be installed on my current version of Windows.

Supported operating systems

Windows 7 SP1 (x86 and x64)
Windows 8 (x86 and x64)
Windows 8.1 (x86 and x64)
Windows Server 2008 R2 SP1 (x64)
Windows Server 2012 (x64)
Windows Server 2012 R2 (x64)

Hardware requirements

1.6 GHz or faster processor
1 GB of RAM (1.5 GB if running on a virtual machine)
4 GB of available hard disk space
5400 RPM hard drive
DirectX 9-capable video card running at 1024 x 768 or higher display resolutio

Just download an older verison of visual studio (2012 or 2010) if you don't have the requierements...
