DX Game Overlay

#Background - The "program"
i made an simple C# window Form application with a few timers, the start of these timers can be activated with Hotkeys even if the Form doesnt get focused

#Question
I tried to make an overlay of these timers which works just fine with only windows applications, but when i tried to "make" it to an overlay for an direct x game it did get quite hard; i only found 1-2 forum threads somewhere, where they said its hard to create one.

So, is it hard or isnt it? Every Toturial, link to one, or random input would be lovely

Ty, this toturial looks just perfect, do "online" games generaly forbid to create those Overlays?

They dont forbid overlays, but topmost dont bring the window on top when a directx game is fullscreen.

Thats why i was looking for these dx overlay toturial :-) anyhow thank you
