Im looking for trainer to manipulate car parts, wheels location, ride height etc. instantly. Like at SilverAngels MH for example.

not sure about "instantly". but you can do all that with the "VLTED" program. just be for warned. its against most server rules to use modded cars in game. (online).

I know this is possible with VLT, put every change needs to be safed and World need a restart then and thats a lot of time just for making some nice pictures so i was hoping to find something.

I use visual changes just for fun and I know on which server.

Then Im asking like this...

Is there a program that can see which file another program accesses or changes its value ?
