Would probably make more sense if you built some kind of FAQ, or expand on 1 for a thread that's on topic, with a detailed title.

If people create single-post threads with very little content. (like a cross post )

It's going to add very little value to an already cluttered forum.
And something like this.. is going to be buried very fast. (Like all "I'm stuck, help me" threads even though discussion "should be centralized and asked in the right places.")
Where there would be better value, is say a thread dedicated to database editing and guides, with answers and deduplicated questions, and active moderator maintenance.
Or better yet, create a basic FAQ to get people off their feet with where to get the different tools, and where to get the latest updates, how the GUI is accessed, etc.

Omit all links about the client, and put out a short disclaimer about the client, saying that they should obtain it by their own means.
(ie, let them find it by not asking around, but by going underground.)
Those that are actively following NFSu360's blog, would. naturally gravitate towards his site, since well, it's only 1 of a few public database editing tools for EAGL games.
Also, like others said, you're late to the update. (as it has been mentioned in the one of the mega threads, and can be buried. No need to bring it up again)
