If the answer to question 1 is no, then you dont have the folder installed were it is supposed to be, you will have to do it manually from the file you downloaded, unless its got an install package to do it for you. The folder you are looking for is hidden and is called "program data" not program files. that is were the electronic arts folder is for NfS:W. You have to go to folder properties in control panel and unchek the hidden folder button so you can see the folder in question.

Not only that, the data file shared, only includes the Date folder needed.
One must self create the path of folders that data folder to goes into if they have never installed the game.
So even if you have hidden folders to show, in folder options,
There will be no set of path located in ...My Computer, click OS(c) ProgramData folder and if Electronics Arts not in there after you have even set in folder options [show hidden folders)
-create a folder named Electronic Arts inside the program folder, then create a folder Need For Speed World into that folder. you place the Data folder into that folder.
You must also do that with the shared Porgram(86) needed files.
Program Files (x86)\Electronic Arts\Need For Speed World
Is the correct path for those files to go into
