You have to disable the particle system in the advanced video configuration.

Unfortunately the game doesn't allow you to modify the video settings, you have to force the game and edit the config file of the game.
It's not a cheat, i'm using it since 2011.

There's a guide here:

Just to let you know, when disabling the particle system, you get rid of the smoke, and nos flames (which can be very useful when driving a F1) ... but you will also miss the diamonds together with their beams!
I mean, you will still see them on the map / minimap .... but you won't see them on the road anymore. You can still take them by passing thru the place where they should be.

might think uninstalling the game that Game Guard came with would be enough, but unfortunately you'd be wrong! Game Guard buries itself deeply into your system, so even removing the game leaves behind several hidden files. What's more, there's no option to uninstall it from Windows Device Manager, and it doesn't appear on your Start Menu programs either. So how do you get rid of it? Unfortunately, there's currently no way to simply remove Game Guard yet continue to play the game as Game...
