is there a way,be it a code within a file on the pc or any other way to change the color of the sparkle that comes off the rear of the special edition boost cars?

No , there is any ''fair'' way to change your sparkle colour. Only Vitaleks had one , but , personal use.

Vitaleks removes the effects by NOPing them, he can't change the colours.
