It's possible to make some tool for change weather in the Nfsw ? I think it's a good idea because not everyone likes when there is night in the nfsw or something like that.

Don't think so. It's server side data. Would be great thought, drive at night with my neon cars and daylight to set records.

Its possible to change Time of Day, there were about 20 different Sky-Modes.
