Basically you can make threads in whatever language you want, what can't be done is to take over an EN/DE thread and turn it into another language.
Unfortunately, whenever a thread is started in another language than the one spoken by moderator(s) it is quite hard to moderate such threads. For instance, there is absolutely no staff member in ElitePvPers that speaks romanian; therefore, we can't accurately moderate these threads.
I've been trying to moderate the constant romanian threads, but for me, it isn't possible to do it properly as I don't know the language, and as we don't have teammates that speak the language these threads are pretty much unsupported, yet, whenever I get reports about posts I try to check them out.
So, at the end, I can't ensure a proper moderation of threads started in a different language than ES/EN/DE.
